Programming objectives: an analysis

The priorities of conflicting objectives in programming are rarely explicitly stated. There may be a value in stating objectives if the practical difficulties of determining what those objectives should be can be overcome. An attempt is made to analyse some aspects of the problem, drawing together some threads of relevant research, in the hope of promoting discussion. Several lines or research are suggested.
