Benchmark techniques: a constructive approach

A superficial review of benchmark techniques is followed by a description of a tool for constructing benchmarks. The tool, the Standardised-Kernel Evaluation Technique, is of particular value where applications are well defined and reasonably simple.
Its description incorporates proposals for the introduction of some degree of standardisation into the preparation of benchmarks.
