Evaluation of systems goals in determining a design strategy for a computer based information system

Information systems exist to serve and support the activities of the organisation of which they are a part. Hence, any change in information systems must seek to improve the ability of the organisation to accomplish its goals. This paper describes a method for identifying and evaluating the goals of the organisation and of measuring the contribution alternative systems designs may make to the achievement of the goals.
