In this paper we describe the functionalities of a package we have produced for encoding and decoding graphical information in a standard way. This package is in accordance with current ISO proposals in the field of 7-bit character encoding. It is independent of any overlaying functional layer and has been used for implementing a significant subset of CGM elements.
