This paper discusses the organization of programming within a large-scale data-processing installation, and comments on some of the problems which are vitally important when decided the overall programming concept. The paper relates primarily to the Royal Army Pay Corps installation, which is described in the paper by Lt.-Col. D.W. Moore, which begins on p. 249.
