Measuring the profitability of a computer system

This paper describes methods of determining the worthwhileness of the introduction of computers in offices. The author explains how this is done for government projects, and then gives some general information drawn from an analysis of costings of government projects. His comments are not necessarily relevant to the use of computers for scientific purposes.
